This case involves surgeon Dr. Lee Neuman, who pleaded guilty to chargesof mail fraud. The case involves procedures performed at the Beverly Hills Outpatient Surgery Center, the Moreno Valley Ambulatory Surgery Center and the Monroe Family Medical Group Outpatient Surgery Center in Westminister. Theprocedures that claimed to have been done at these places are cosmetic face and eyesurgery, nose jobs, breast implants, liposuction, and tummy tucks. As part of a scam surgery centers marketers ulrfer patients from all overthe United States to one of the Southern California medical clinics witht he understanding that the surgery center and the doctors would bill theirinsurance companies for the cosmetic surgeries. Also, the marketers would arrange forthe patients travel and hotel accomidations. To be able to get the insurance companies to pay for the surgeries, the doctors would falsely diagnose their patients to justify the operations requested. They would claim that they were "medically necessary" procedures. The doctors alsoplaned on not performing any of these "medically nessecary" procedures. May of these patients were actually employees of the medical centers, who used their government healthcare palns to further this fraud. Dr. Neuman caused bills to be placed into the U.S. Mail for services that had not been peformed, which added to the mailfraud scheme. For this crime Dr. Neuman was sentenced to 5 months in jail, 5 months in a halfway house and 3 years supervised release.
